Un problema perverso, no se concentra en una sola mente Para resolver problemas perversos no existen especialistas, la solución de problemas perversos está distribuida en muchas personas. Empatizar con los afectados, no con los expertos. Maximiza el compromiso Los métodos de planificación de segunda generación intentan convertir a los afectados en participantes del proceso de planificación, involucrándoles activamente en el proceso de diseño. Ofrece transparencia en el proceso de planificación Estos métodos deben conducirnos a una situación donde cada paso del proceso de planificación sea comprensible, comunicable y “transparente”. Es un proceso de objetivación Las metas de este proceso de objetivación son: Olvidar menos. Con una historia, recordamos mejor. Estimular la duda. Las dudas son el único test para los planes. Identificar aquellas preguntas que son significativas. Si discrepamos considerablemente, y eso es importante, debemos discutirlo y analizarlo. Controlar la delegación de los juicios. Si yo dejo que otro planifique por mí, entonces es conveniente que me “objetivice” su forma de proceder, para tener cierto control sobre los juicios que delego. |

No existe la planificación científica. El manejo de problemas perversos es siempre político. Es planificador intérprete de problemas Este planificador no es un experto y entiende su papel como el de quien ayuda a encontrar problemas más que el de alguien que ofrece soluciones a problemas. Es un intérprete antes que que un terapeuta. Es proceso de duda Dudar de que lo se da por sentado. Gestiona el optimismo Optimismo moderado. Busca cómplices Compartamos el riesgo, busquemos cómplices que deseen embarcarse en el problema con nosotros. La planificación es un proceso argumentativo Las metodologías de segunda generación tratan de hacer esta deliberación explícita para fundamentarla y buscar significados que permitan fortalecer el proceso y mantenerlo más fácilmente bajo control. |
